As the world is becoming increasingly interconnected, Global Citizenship Education (GCED), a response to contemporary global challenges, will be provided to empower learners to become aware of and understand global issues and to become active promoters of more peaceful, tolerant, inclusive, secure and sustainable societies. As a part of holistic education, students at all HEIs will be provided with opportunities for internships with local industry, businesses, artists, crafts person etc. as well as research internship with faculty and researchers at their own or other HEIs/research institutions, so that students may actively engage with the practical side of their learning and, as a by-product, further improve their employability. India will be promoted as a global study destination providing premium education at affordable costs thereby helping to restore its role as a Vishwa Guru. An international students office at each HEI hosting foreign students will be set up to coordinate all matters relating to welcoming and supporting students arriving from abroad. Research training collaboration and faculty/student exchanges with high quality foreign institution will be facilitated, and relevant mutually beneficial MOU with foreign countries will be signed. High Performing Indian Universities will be encouraged to set up campuses in other countries, and similarly, selected universities e.g., those from top 100 universities in the world will be facilitated to operate in India. A legislative framework facilitating such entry will be put in place and such universities will be given special dispensation regarding regulatory, governance and content norms on par with other autonomous institutions of India. Furthermore, research collaboration and student exchanges between Indian institutions and global institutions will be promoted through special efforts. Credits acquired in foreign universities will be permitted, where appropriate as per the requirements of each HEI, to be counted for the award of a degree.
New National Education Policy is grounded in the assumptions that:
(a) There is increasing interconnectedness among nations at the global level.
(b) Technical knowledge should replace traditional models of learning.
(c) HEIs must focus on promotion of desirable ethical values.
(d) There is need for changes in legislative framework to facilitate free exchange of academic ideas and
achievements.
