Solution:The first cabinet of the Central Provinces was formed under the leadership of Dr. N.B. Khare on 14th July, 1937. Ravishankar Shukla took charge as the education minister in this cabinet and launched Vidya Mandir Scheme. On 26th July, 1938, Chief Minister Dr. N.B. Khare resigned. Ravishankar Shukla was elected leader of the Congress Party in the Legislative Assembly became Chief Minister and formed a new cabinet on 29th July, 1938. On 1st September, 1939, second World War was declared. Without taking the opinion of Indian legislative assemblies, the then viceroy of India enjoined India in the World war. Congress oppossed this and like other Congress ruled state the cabinet in Central provinces submitted its resignation on 8th November, 1939.
