Political freedom and economic justice are two sides of democracy: both are essential. We should lay stress on the improvements of the economic conditions of the people as well as on liberty and freedom. No society can claim to be democratic if it does not permit political liberty, freedom of conscience, freedom of choice between parties, and opportunities of peaceful and orderly changes of Government. In the context of the international situation, there are many misunderstandings. We can build peace even on the basis of misunderstandings. When once peace is built, misunderstandings will diminish.
We, in our country, are now engaged in the enterprise of effecting a social and economic revolution. The word 'revolution' need not scare us. It does not mean barricades and bloodshed. It means only speedy and drastic changes. We are interested not only in our objectives but in our methods; not only in what we achieve but in how we achieve. Through peaceful, constitutional processes we won our independence and integrated our country; and now we are striving to raise the material standers of our people. Even if we meet defeat in our attempt to replace force by persuasion, the politics of power by the politics of brotherhood, we are convinced that the defeat will be only temporary, for goodness is rooted in the things; kindness and love are as contagious as unkindness and hate.

रानीतिक स्वतंत्रता और आर्थिक न्याय लोकतंत्र के दो पहलू है, दोनों ही अनिवार्य हैं। हमें लोगों को आर्थिक स्थितियों में सुधार के साथ-साथ स्वाधीनता और स्वतंत्रता पर भी बल देना चाहिए। यदि कोई भी समाज राजनीतिक स्वाधीनता, अंतरात्मा की स्वतंत्रता, विभिन्न दलों के बीच विकल्प चुनने की स्वतंत्रता तथा सरकार के शांतिपूर्ण और व्यवस्थित बदलावों के अवसरों की अनुमति नहीं देता है तो वह लोकतांत्रिक होने का दावा नहीं कर सकता है। अंतरराष्ट्रीय स्थिति के संदर्भ में कई गलतफहमियां है। हम गलतफहमियों के आधार पर भी शांति स्थापित कर सकते हैं। एक बार शांति स्थापित होने के बाद गलतफहमियां कम हो जाएंगी।
हम अपने देश में अब सामाजिक और आर्थिक क्रांति लाने के उद्यम मे लगे हुए हैं। हमें 'क्रांति' शब्द से भयभीत होने की आवश्यकता नहीं है। इसका अर्थ नाकाबंदी और खून-खराबा नहीं है। इसके अर्थ केवल शीघ्र और बड़े बदलाव करना है। हमें केवल अपने उद्देश्यों का ही नहीं, बल्कि उन्हें प्राप्त करने की विधियों का भी ध्यान रखना है, केवल साध्य का ही नहीं, बल्कि साधन का भी ध्यान रखना हैं। हमने शांतिपूर्ण, संवैधानिक प्रक्रियाओं के माध्यम से अपनी स्वतंत्रता प्राप्त की और अपने देश को एकता के सूत्र में बांधा, और अब हम अपने लोगों के भौतिक स्तर को ऊँचा उठाने के लिए प्रयासरत हैं। यहाँ तक कि यदि हमें पक्का विश्वास है कि यह पराजय केवल अस्थायी होगी, क्योकि अच्छाई चीजों की प्रकृति में निहित है, दयालुता और प्रेमभाव उतने ही संक्रामक है जितनी कि निर्दयता और घृणा।
