As per Part C of the Fifth Schedule of the Constitution, the expression Scheduled Areas means such areas as the President may by order declare to be Scheduled Areas. The largest administrative unit forming the scheduled areas is the district and the cluster of villages in the block is the lowest. Hence, statements 1 and 2 are correct. At present, 10 states of India have scheduled areas. These are: Andhra Pradesh, Telangana, Jharkhand, Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Odisha and Rajasthan. The governor has a special responsibility regarding such areas. He has to submit a report to the president regarding the administration of such areas, annually or whenever so required by the President. Hence statement 3 is not correct.
