There are some important issues which need to be highlighted in respect of programmes of educational development. To begin with, it should be emphasized that while it need money, but it cannot be achieved through money alone.
The nonmonetary inputs, such as good planning, creating a climate of hardwork, or improving the commitment of teachers and motivation of students, are far more important. Infact in most areas of education, we have reached a point of diminishing returns for further investment of funds; and it is only these inputs, can transform the situation.
One needs to lay highest emphasis on more effective use of existing investment in education partly because additional funds would be difficult to comeby, and mainly because there is so much waste and in-effectiveness in the existing system.
We need to make every possible effort to see that the unit cost go down without impairing quality. Otherwise, we may never have the resources to provide good education to all our people.
