Solution:In 1916-17, Mr. P. Tyagaraja and Naicker formed the first non-Brahmin organization, the South Indian Liberal Association, which later came to be known as the Justice Party. This party opposed the Congress, calling it a Brahmin-dominated organization. The formation of the Ministry in 1920 was the culmination of the Justice Party's rebellion. After losing to the Swarajists in 1926, the non-Brahmins left the party and joined the Congress.
