Solution:The Council of States, the Second Chamber of the Indian Parliament, was constituted in the year 1952. However, the origin of the idea for a Second Chamber can be traced to the Montague-Chelmsford Reform of 1919. The Constitution First Amendment Act was enacted in 1952 at that time, the Rajya Sabha did not exist. Article 80 of the Constitution deals with the composition of the Council of States Clause 1 of the President and 238 are representatives of the States and of the Union territories.
